OMSAR receives hundreds
of candidates for top positions
Open positions for TRA, OGERO, CDR, TL, and Electricity

The Office of the Minister of State for Administrative Reform (OMSAR) has officially closed the application process for a series of top-level public sector positions, as part of a major initiative to modernize administration and promote merit-based appointments.

The positions span key national institutions, including the National Electricity Regulatory Authority (NERA), the Telecommunications Regulatory Authority (TRA), the Council for Development and Reconstruction (CDR), OGERO, and Télé Liban. The call for applications, which has now concluded, reflects an effort to overhaul governance structures by bringing in qualified professionals through a transparent, competitive process.

OMSAR received a substantial number of applications:
• Telecommunications Regulatory Authority (TRA): 170 applicants for Chair and 354 for Board Member positions
• Council for Development and Reconstruction (CDR):
100 applicants for Director General (13 percent women)
131 for Vice-Chair (18 percent women)
57 for Government Commissioner (21 percent women)
236 for Board Members (29 percent women)
• OGERO Director General: 119 applicants
• Télé Liban: 70 applicants for Chair and 101 for board membership.

The applicant pool showed increasing—though still limited—female participation, peaking at 29 percent for CDR board roles. OMSAR’s recruitment process aims to foster inclusiveness and gender diversity while selecting leadership capable of addressing Lebanon's urgent infrastructural and regulatory challenges.

This initiative is part of broader administrative reform efforts intended to restore public trust, strengthen regulatory bodies, and ensure transparency in public appointments. As Lebanon grapples with economic and institutional crises, the success of these appointments is seen as pivotal to restoring effective governance.

Final selections are expected to be made in coordination with relevant ministries and oversight bodies in the coming months.
