Local products should have the priority in public tenders, said a circular issued by the Presidency of the Council of Ministers. The circular, addressed to all public administrations, highlighted the need to comply with this procedure in any public bid.

The public accounting law states that a ten percent priority is granted to locally-manufactured goods in any public bid, if they meet the specified requirements.

The circular aims at encouraging local industries, and engaging them in public deals. The requirement is temporarily made to the lowest or highest bidders if the conditions letter stipulated the adoption of preference elements other than price.
