BDL to launch tender for
comprehensive forensic audit
Covers transfers abroad, payments

on behalf of the State, and subsidies

The Central Bank (BDL) announced that it will be preparing the terms of reference for an external financial and forensic audit to cover the financial sector and all beneficiaries of the government subsidy program since October 17, 2019. This will be done in full coordination with the Ministries of Finance and Justice.

A specialized international firm will be commissioned to conduct a comprehensive audit that will cover transfers of funds to bank accounts abroad, and payments made on behalf of the State between 2019 and 2023, and the subsidy programs implemented by successive governments. It will also seek to identify, recover, and correct any unlawful payments, misuse of public funds, or abuse of authority that may have occurred during that period.

Participation in the tender will be open to qualified companies with proven experience in forensic auditing for governments, central banks, and public institutions. The call for bids will be published on the Public Procurement Authority’s platform.

A specialized team at the Central Bank, working jointly with teams from the Ministries of Finance and Justice, will study and finalize the technical and legal conditions of the project to ensure comprehensive and accurate coverage of all relevant aspects.
