but upsurge in built-up areas

Construction activity was uneven in 2025, with a notable decline in the number of new permits but a sharp increase in the total surface area approved for construction, according to figures released by the Orders of Engineers and Architects in Beirut and Tripoli.
A total of 9,426 new construction permits were issued in 2025, down by 16 percent from 2024. The surface area of granted construction permits expanded significantly. The total approved area reached almost eight million square meters (m2) in 2025, marking an increase of 28 percent compared to 2024.
